I used to send letters to the Local newspapers editor about national volunteer week which happens to be in April but you could use this format to ask them to help you get volunteers for your organization

Hi, Phyllis,

I focuse on the activity that resident(s) is willing to do, not so much volunteer wants to do. For example, if one resident expressed wanting to play the chess game, I will advertise for that purpose. Chess is a time consuming and only two people's game - therefore it is very good if you can find a good chess player. Code of ethics, policy & procedures, WHS, trainings, etc are the same as paid staff regardless the activities.
